The Manager - Operations & Engineering is responsible for strategic and operational decisions pertaining to all infrastructure departments: transportation, utilities & projects. The position will focus on processes and planning, problem solving, and dealing with emergent concerns. The Manager will advise & seek approval from the Senior Executive before making decisions on significant issues that may have financial, legal or political implications for the organization. This Manager role requires an active, engaged leader who can motivate and lead a diverse team as well as develop positive relationships with various user / stakeholder groups.
The Manager will effectively manage planning, construction, maintenance, and repair of all the organization's infrastructure and the respective operations - Utilities, Buildings & Transportation; this includes: road network & associated infrastructure, waste management transfer stations, water management projects, and vertical infrastructure (facilities), as well as act as a liaison between customers, contractors, engineers, and local authorities. The Manager will also manage the organization's fleet of vehicles and equipment.

The Manager has 3 Team Lead direct reports plus 2 clerical administrators, leading a total staff compliment of 30 to 35 staff.  2018 actual operations budget was $23 MM plus an annual $2 MM capital budget availability

Ideal Manager candidates will likely have most of the following attributes:
  • 10+ years engineering project management & operations leadership experience
  • P.Eng preferred - open to CETs &/or FMPs (Facility Management Professional)
  • Project Management Professional (PMP) would be an asset
  • Leadership Training would be an asset but not essential 
  • Experience working for / with an elected Board (asset)
  • MS Suite proficiency - advanced Excel & Access skills
  • Some public / municipal sector experience would be an asset - knowledge or experience working with the MGA or other regulatory legislation
  • Experience with A&D experience of land & physical products through financing, planning, architecture & engineering, infrastructure and construction – asset
  • Strong interpersonal, communication, & relationship building & management skills
  • Work well under pressure, individually & with teams
  • Have a valid Class 5 Driver's License
