The Manager, Capital Projects is responsible for driving Residential capital improvement standards and procedures, enhancing performance and quality, and ensuring the timely delivery of construction projects within approved budgets. Reporting to the Director, Capital Projects, Residential, this position will lead and manage the planning and delivery of capital projects within Western Canada. 


Project Manager Essential Duties & Responsibilities:
  • In coordination with Investment Management and Property Operations, develop and maintain annual capital budgets and 5-year plans
  • Lead and manage professionals performing engineering and project management duties, including design, risk analysis, value engineering and contract administration
  • Provide support to Property Operations including contractor management, cost and quality control, resident communication and related coordination matters for capital projects undertaken at properties including:
    • Building envelope restoration and structural projects
    • HVAC upgrades and major retrofits
    • Plumbing and electrical upgrades and replacements
    • Common area renovations
    • Exterior grounds improvements
  • Carry out project management duties and tasks for major capital improvements including:
    • Reviewing tender documentation, tendering, bid analysis, monitoring progress, and providing regular project reporting
    • Advising and managing consultants and contractors in order to achieve overall project goals and objectives including technical standards, performance, schedule and client satisfaction
    • Ensuring contractual obligations are carried out in accordance with the terms of agreements and project deliverables meet applicable codes and regulations
    • Managing scope changes, developing risk management plans and mitigating ongoing project risks
  • Lead and manage capital approvals, scheduling and reporting in coordination with internal stakeholders including Investment Management, Finance, and Property Operations
  • Ensure properties are adequately improved and maintained to manage risk and maximize the useful life of major building components and systems
  • Develop and track key performance indicators to allow project deliveries including costs, quality, and timing to be examined and used to identify and implement process improvements
  • Ensure capital is efficiently deployed to ensure the best value is achieved for funds expended
  • Support property sustainability programs and initiatives
  • Support Investment Management in evaluating and developing business cases for capital improvements to enhance property value and performance

Project Manager Qualifications: 
  • Experience – Minimum 5 years of residential project management expertise. Knowledge of building systems including HVAC, plumbing, fire protection and building envelope components
  • Education – Related post-secondary degree or diploma required relative to the position. In addition, a high level of design and construction knowledge as well as industry knowledge is required.
  • Relationship/Leadership Skills – Able to communicate effectively and professionally, both oral and written; able to develop and sustain cooperative working relationships with senior management, contractors, tenants and the public; able to partner with clients to meet client needs; self-motivated, professional and flexible; able to motivate, empower and coach/counsel staff in the achievement of performance goals.
  • Organizational/Multi-Task Skills – Able to allocate one's time effectively, work under pressure and manage tight deadlines; able to handle multiple demands and competing priorities, adapt to new ideas and constant changes; able to cope with changing client needs and deliver successful results within agreed upon timeframes; very detail oriented.
  • Decision Making Skills – Able to resolve problems using facts and sound reasoning; able to achieve goals using a strategic approach; proven innovation with a willingness to manage and adapt to change.
  • Computer Skills – Advanced knowledge of Word and Excel. Knowledge of MS Projects would be an asset.
  • Travel – This position may require the ability to travel for 2 to 4 days per month. Proponents should have flexibility to meet this potential demand.
